The law on assault on a child

I have a question......How is it some parents can slap, burn or just simply inflict pain on a child and never get arrested for it BUT if i slapped, burned or just inflict pain on the parent thats mistreating a child, I could serve time for it? HOW IS THIS RIGHT? Whats your opinion?
