It is very common for children (Especially 16 month olds) to go through this phase of liking or disliking a certain person.  My daughter is also 16 months old and she is very particular about who she wants and who she doesn't.  Even though I have been with her from the very beginning, sometimes she obviously favors daddy over myself and even show her disapproval of the situation out loud.  It really is a phase though and because of their new found independence they tend do things that could hurt feelings without intending to.  I found that giving the baby space helps and maybe if he could sit and watch a show with her like the wiggles; their bond could be strengthened.  When my little one throws a tantrum, I try to sit with her and calm down with a story and she usually responds by soothing herself.  I hope this helps!
