Bitting/ hitting

I have a 19 month old boy who is bitting and hitting at daycare. He rarely has a issues with these behaviors at home. We have tried verbal repremand and time outs to no avail. Any suggestions on how to stop these behaviors? (fyi. I dont believe in corporal punishment)

It's hard to hear but usually it's a phase. They can't communicate what they want or how they feel. They maybe tired, not feeling well. They are seeing cause and effect and learning what happens when I do this. Also if they were bit before they will mostlikely bit some. Keep doing what you're doing, time outs, the teachers need to be on top of the biting issue. It will happen more at school then home, you usually let them have what they want, the kids at daycare are he same age, same selfish stage. That's what hard. Sorry I wasnt much help. But I work in daycare, in the toddler room. I see it everyday.
