Bitting

i am having such a problem with my son and bitting. He is 16m old and everytime when his father and i play with him and his toys he always seems to ignore the toys and wants to bite us. Are friends have suggested biting back so he knows how it feels when he bits us, other have said to try time-outs and that i knew was not going to work from the start. we hav tried teething rings thinking that he was having some more teeth coming in. I am at the end of my ropes here and i dont know what else to do. If anyone has any ideas or has had the same problem, please help me.
