We use toddler play times at the community centers. (Ours is Jefferson, but it seems that all of them do about the same thing.) Ballard has one that goes for 10 hours most days, so you can always catch it, and the rest are usually for a couple of hours a couple times a week. It's usually $2 to get in, so that's almost free. Another one that I can think of right now is University Village. It's covered, but not indoors and it's free. It was packed the last time I was there.
