Generally, if it says it's a "mom's group" it probably is.
There are a bunch of different ones out there and they are all runned a little differently. There are Mom Groups that are associated with a larger organization that offer a lot of things for moms with kids of all ages. There are also smaller groups that are very localized that are just as good. If you find a group via RaisingThem.com, Meetup.com, or some other kind of parenting site, then it's going to be a mom's group.
Now, that doesn't mean that a Mom's Group is primarily for playdates either. My mom's group gets together for Mom Nights Out. We're going to the bar and doing some karaoke tonight. The Mom's Groups are there for support as much as they are for playgroups too.
