My 8 month old won't stay asleep

I have a 8 month old daugher that will not sleep through the night. We put her down around 8:30, she wakes up between 12:30 and 1:00 am. She wants a bottle (or so she thinks) and she will fall back asleep again until around 4:00 and wakes up crying. We give her a bottle again and she goes back asleep until 7:30-8:30.  She will not sleep though the night and we have tried letting her cry when she wakes up but i always gets to the point where is is crying very hard. She hasn't seemed to learn to self soothe herself to sleep. Any Advice???

My daughter is 9 months old and still wakes up twice a night aswell. Iwe've decided to let her grow out of it. I dont mind getting up to hand her a bottle. thats all we have to do and she falls right back to sleep!!! we tried the crying it out method as well and just decided its not for us, we really have no problem getting up twice and walking 15 feet into her bedroom to hand her a bottle!! i keep the formula and a bottle of room temp water right in there and measure by the light of her nightlite! it suits our lifestyle just fine!!! i dont knwo if this will ease ur mind at all but hopefully!!!
